Great atmosphere! My husband and I went for a visit a while back and we were extremely pleased with the great food and can't wait to visit again next time we are on Whidbey.

1. Whenever we know someone is going near Tobey's we tell them that if you want the best fish 'n chips or Penn Cove mussels, this is the place! Whenever we are back there, this is always no. 1 on our list to do! Golfing Grandma

3. My boyfriend and had the cod fish and chips and I had the seafood combo and chips, which came with cod, shrimp, and clams. My plate was literally overflowing with fried goodness. This is a great place to hang out.....great clam chowder, great local mussels, the house red wine is very nice , the prices are good, the ambience is local and apparently is a traditional stop for vacationers but the best thing is the staff, They are helpful and genuine. 6. I was on Whidbey for one week and went here three times. I still dream about stuffing my face full of those succulent, sweet mussels and dunking the accompanying garlic bread in their sexy, fragrant juices. The mussels here are pulled straight from the cove outside the window, so they are as fresh as my sweet Baby H.'s fat, pink cheeks, and almost as irresistible. They are simply prepared in a broth of onions, garlic, wine and herbs so as to showcase their amazing flavor. Mussels, mussels, mussels. Nothing else matters.
If you care about other things besides amazing mussels, you will appreciate the gorgeous view of Penn Cove, delicious Parrot Red Beer, and the cozy, local feel of the place. I also had a burger one night that was pretty good, and fish n' chips that were amazing. Rachel H., El Cerrito, CA

7. I love Toby's. The best place for fresh mussels, nostalgia and a view of Penn Cove to boot. My wife and I often make this trip from Seattle as a fun day trip. With scenic Penn Cove just outside the windows and views of the Cascade Mountains in the distance, Toby’s is especially well known for serving up generous portions of world famous Penn Cove mussels. Built in 1860 for use as a mercantile store, the structure is the oldest building on the waterfront and has housed many businesses. Following prohibition, it became a beer parlor, and has been a tavern and restaurant since the early sixties. They’ve been the center for good cheer on Central Whidbey for generations. At Toby’s you’ll experience the feel of an old pub in a small town setting.
