When you look at Barbara Parkes' canine customers zipping around on wheelchair carts, it's easy to see they're happy dogs indeed.
Parkes' company, K9 Carts, of Whidbey Island, Wash., makes carts for dogs and other animals that suffer mobility problems. Many of her customers are corgis — a breed that's susceptible to a form of rear leg disability — and the results delight them and their owners.
